Connecting Europe Facility (CEF) Telecom: €29 million to support trusted cross-border digital services

The European Commission has published two calls for proposals under the Connecting Europe Facility (CEF) programme to stimulate and sustain the deployment of European Digital Services (DSIs). Up to €29 million will be made available to meet the needs of public administrations, businesses and citizens in their cross-border activities. Interested applicants from all EU Member States, as well as Iceland and Norway, are invited to submit their proposals in the areas of Automated Translation, eDelivery, eInvoicing and Public Open Data.

Interested applicants are invited to submit proposals by the deadlines indicated below for actions supporting the deployment of European Digital Service Infrastructures each with an indicative budget as described below:

2018-2 CEF Telecom set of calls for proposals (deadline for submission 18th September 2018)

  • Automated Translation – aiming to lower language barriers in EU and to increase the efficiency of its public sector translation services - €5 million
  • eDelivery – contributing to an interoperable, secure, reliable and trusted way of communication among public administrations, businesses and citizens - €0.5 million
  • eInvoicing – supporting the implementation of the European Standard of eInvoicing allowing electronic invoices to flow seamlessly across the EU - €5 million

2018-5 CEF Telecom call for proposals (deadline for submission 15th November 2018)

  • Public Open Data – the call encourages the cross border reuse and analysis of existing public sector data to create better services for citizens and public administrations - €18.5 million.

A Virtual Info Day on the two calls and application process will take place on 17 May 2018.

To receive co-funding under the calls, actions must be ready for deployment, contribute to EU Digital Single Market policies and have a long-term sustainability strategy. The funding will be allocated to those eligible proposals which best meet the award criteria as specified in the 2018 CEF Telecom Work Programme and call texts in the areas relevant to this call.

Applicants should submit their proposal through the dedicated proposal submission system, accessible from the individual call webpages on the 2018 CEF Telecom Calls web page. These calls are the second and fifth under the 2018 CEF Telecom Work Programme. In 2018, CEF Telecom will provide up to a total of €84.4 million in funding through grants for European Digital Service Infrastructures.

CEF Telecom funding is dedicated to Digital Service Infrastructures (DSIs) delivering networked cross-border services for citizens, businesses and public administrations. Supported projects will contribute to improving the competitiveness of the European economy, promoting the interconnection and interoperability of national, regional and local networks and access to these networks, thus supporting the development of a Digital Single Market. In the key areas such as cybersecurity, the Cybersecurity DSI promotes the establishment and deployment of a core platform of cooperation mechanisms. Supported actions will allow Member States to develop the capacity of their national and/or governmental Computer Security Incident Response Teams in a way that is interoperable with the cooperation platform. This will enhance the EU-wide capability for preparedness, cooperation and information exchange, coordination and response to cyber threats. CEF Telecom has an overall budget of €1.04 billion (2014-2020).
